E-Invoicing in Europe & the UK: ViDA, National Mandates, and the Race to Market Leadership

Europe's move to structured e-invoicing and near-real-time digital reporting is the largest tax-tech shift in a generation. From ViDA to France's PPF, Germany's B2B mandate, Italy's SdI, Poland's KSeF, Spain's Verifactu, Belgium's 2026 rollout and HMRC's UK consultation — the compliance surface is expanding fast. Here's the map, the timelines, and how iShield One is being built to lead it.

Europe has been the birthplace of modern e-invoicing regulation. Italy's Sistema di Interscambio (SdI), launched in 2019, was the world's first full-scope B2B clearance model inside the EU. Portugal, Spain, Poland, France, Germany, Belgium and Romania have since followed with their own national mandates — each with different timelines, formats, and reporting mechanics. On top of them sits the European Commission's VAT in the Digital Age (ViDA) package, which sets a common direction of travel for the whole single market.

The United Kingdom, outside the EU since Brexit, is running its own consultation. HMRC's 2025 "Promoting Electronic Invoicing across UK Businesses and the Public Sector" consultation signalled a clear intent to modernise VAT reporting and reduce the tax gap — building on the Making Tax Digital (MTD) foundation and NHS Peppol adoption.

    Key Takeaways

    • ViDA introduces mandatory structured e-invoicing and Digital Reporting Requirements (DRR) for intra-EU B2B transactions from 1 July 2030.
    • National mandates are already live or imminent: Italy (live), Poland (KSeF), France (PPF), Germany (2025→2028), Belgium (2026), Spain (Verifactu + B2B).
    • The UK is moving from voluntary adoption toward a policy framework, leaning on Peppol and MTD infrastructure.
    • ERPs that treat e-invoicing as a native capability — not a bolt-on — will define the next generation of finance platforms. That is iShield One's positioning.

Why now: the ViDA turning point

The Council of the EU adopted the ViDA package in March 2025. It removes the longstanding Article 232 requirement for buyer consent to receive e-invoices and clears the way for Member States to impose domestic B2B e-invoicing without a Council derogation. For intra-Community supplies, ViDA introduces Digital Reporting Requirements: near-real-time transaction data sent to national tax authorities in a structured, EN 16931–compliant format.

Headline dates from the adopted directive:

    • 2025–2027: Member States can mandate domestic B2B e-invoicing without derogation; existing derogations continue to apply.
    • 1 July 2030: Mandatory structured e-invoicing and DRR for intra-EU B2B, replacing recapitulative statements.
    • 2035: Full alignment of national reporting systems with the EU DRR standard.

ViDA also expands the Single VAT Registration and reworks platform economy rules — short-term accommodation and passenger transport platforms become deemed suppliers. For finance leaders, ViDA is not a distant directive; it is the anchor point for every national roadmap already in flight.

France — the PPF / PDP "Y" model

France operates a hybrid model. Invoices flow either through the Portail Public de Facturation (PPF), acting as a directory and data concentrator, or through certified Plateformes de Dématérialisation Partenaires (PDPs). Formats accepted are Factur-X (hybrid PDF/A-3 with XML), UBL 2.1, and UN/CEFACT CII. From 1 September 2026 all businesses must be able to receive e-invoices; issuance obligations phase in through 2026–2027 by company size.

    Germany — decentralised, standards-first

Germany's Wachstumschancengesetz made B2B e-invoicing reception mandatory from 1 January 2025 on EN 16931-compliant formats (XRechnung and ZUGFeRD 2.0.1+). There is no central clearance portal — exchange happens peer-to-peer or via Peppol. Issuance becomes mandatory in stages between 2027 and 2028 based on turnover.

Italy — the reference clearance model

Italy's SdI (Sistema di Interscambio) is the mature benchmark: pre-clearance, central validation, and structured FatturaPA XML for domestic B2B, B2G, and now cross-border. Combined with the pre-populated VAT return, Italy has narrowed its VAT gap by an estimated €10bn since 2019.

Poland — KSeF at national scale

After a well-publicised postponement, KSeF is scheduled to become mandatory from 1 February 2026 for large taxpayers and from 1 April 2026 for the rest. The FA(2)schema is a full clearance model over a central platform — one of the most demanding integration projects in Europe.

Belgium — Peppol-native from day one

Belgium mandates structured B2B e-invoicing from 1 January 2026, built on the Peppol 5-corner model and BIS Billing 3.0 (UBL). The design is a deliberate bet on interoperability over central portals.

Spain — Verifactu and the Crea y Crece law

Spain is combining two tracks: Verifactu (a certified invoicing-software regime with anti-tamper requirements, effective 1 January 2026) and a forthcoming B2B e-invoicing mandate from the Crea y Crece law, subject to Royal Decree publication.

United Kingdom — from MTD to structured invoicing

HMRC's 2025 consultation, jointly led with the Department for Business and Trade, explored two axes: standardisation on Peppol (as already used by NHS England) and the level of tax-authority involvement — from reporting-only to full clearance. Combined with Making Tax Digitalfor VAT and Income Tax Self Assessment, the direction is clear even if the exact model is still being defined.

    The technical common ground

    • EN 16931 — the European semantic standard for e-invoices, syntax-bound to UBL 2.1 and UN/CEFACT CII.
    • Peppol BIS Billing 3.0 — the dominant interoperability profile, extended by Peppol PINT for jurisdictions outside the EU.
    • Digital Reporting Requirements (DRR) — structured, near-real-time reporting to tax authorities under ViDA.
    • Hybrid PDF formats — Factur-X (FR) and ZUGFeRD (DE) embed XML inside PDF/A-3 for transitional workflows.
    • Access Points — certified nodes that route invoices across the Peppol network; typically operated by service providers rather than tax authorities.

What this means for enterprise finance leaders

    Multi-country, one system
A group operating in 10 EU markets can face 6+ different formats and 3 different architectural models. A unified ERP core is no longer optional.
    Real-time close
DRR effectively means real-time VAT. Month-end reconciliations become continuous — your ledger must match tax-authority data every day.
    Anti-tamper by design
Verifactu, KSeF, SdI and PPF all impose integrity requirements on the invoice-issuing system. Not just the invoice — the software itself is regulated.
    New value from structured data
Once every invoice is machine-readable, working-capital analytics, dynamic discounting and AI-driven cash forecasting become table stakes.

How iShield One is driving toward market leadership

Legacy ERPs were designed for a world where an invoice was a document sent between two parties. That world is over. iShield One is being engineered from the ground up for the CTC world — where every invoice is a structured, cryptographically-anchored, network-routed transaction that the state sees at the same time as the buyer.

Native e-invoicing engine, not a plugin

    • UBL 2.1, UN/CEFACT CII, Factur-X, ZUGFeRD, XRechnung, FatturaPA, FA(2), Facturae, and Peppol PINT — generated directly from the finance core.
    • Format switching by legal entity, buyer country, and transaction type, driven by policy, not custom code.
    • EN 16931 semantic validation on every issued and received document.

    Multi-model connectivity

    • Clearance: direct integration to SdI, KSeF, e-Factura, and the FTA gateway.
    • Interoperability: certified Peppol Access Point participation for BE, NL, Nordics, PINT jurisdictions, and NHS UK.
    • Hybrid (Y-model): PPF and PDP support for France with automatic routing.

Compliance built in, not bolted on

    • Anti-tamper record-keeping compatible with Verifactu, HMRC MTD, and OECD SAF-T.
    • Immutable audit log per invoice with hash-chain evidence for tax audits.
    • Data residency inside the EU/EEA with per-tenant key management.

    Real-time finance operations

    • Continuous VAT ledger — the general ledger and the tax ledger reconcile at every event, not at period end.
    • AI-assisted anomaly detection on inbound invoices — duplicate, split, and phantom-invoice checks before posting.
    • Working-capital and cash-flow analytics powered by structured invoice data.

iShield One combines a modern finance core with a native, standards-first e-invoicing engine — designed so that adding France, Germany, Poland, Belgium, Spain, or the UK to your footprint is a configuration decision, not a project.

    Frequently Asked Questions

    Is ViDA already in force?

The ViDA package was adopted by the Council of the EU on 11 March 2025. Its provisions apply on a phased timetable running to 2035, with the flagship DRR obligation for intra-EU B2B taking effect on 1 July 2030.

Do national mandates conflict with ViDA?

No. National mandates that predate ViDA (Italy, France, Poland, Germany) are aligned with the directive's direction and, from 2030, will converge on EN 16931 and DRR.

    Is the UK inside Peppol?

Yes. NHS England has mandated Peppol for procurement and invoicing for over a decade, and the UK is an active Peppol Authority. Any future UK mandate is widely expected to lean on the same rails.

How does e-invoicing relate to MTD in the UK?

MTD is about digital VAT records and digital submission of returns; e-invoicing is about the structured document itself. They are complementary — the UK is likely to layer e-invoicing on top of MTD infrastructure rather than replace it.

Conclusion — the ERP that wins Europe

The European e-invoicing landscape is fragmented today and will converge over the next five years. Enterprises that treat each mandate as a bolt-on project will still be integrating in 2030. Enterprises that adopt an ERP designed as an e-invoicing-native system will spend that same period compounding advantages — faster close, cleaner VAT, better working-capital insight, and a compliance posture that scales with every new jurisdiction. iShield One is being built to be that ERP.
